The Farm Bill Law Enterprise undertook a multi-year process identify legislative opportunities to advance shared public values through the farm bill in response to challenges in addressing the climate crisis, strengthening the U.S. food system, advancing equity and racial justice, stabilizing the food sector economy, and improving access to nutritious food. This document provides an overview of FBLE’s 2023 Farm Bill recommendations.

Executive Summary

FBLE undertook a multi-year process to study the farm bill and identify legislative opportunities to advance shared public values in response to the challenges we face in addressing the climate crisis, strengthening the U.S. food system, advancing equity and racial justice for farmers and food system workers, stabilizing the food sector economy, and improving access to nutritious food.

Over 2022, FBLE published five full-length, substantive Reports offering recommendations across five areas:

  • Climate & Conservation
  • Equity in Agricultural Production & Governance
  • Farm Viability
  • Farmworkers
  • Food Access & Nutrition

This document provides an overview of FBLE’s 2023 Farm Bill recommendations, which represent an early attempt to infuse policy ideas into the next farm bill conversation. More detailed recommendations, as well as specific legislative actions that will further their implementation, can be found in each of FBLE’s 2023 Farm Bill Reports.

Emma Scott

Director, Food and Agriculture Clinic, Vermont Law and Graduate School

Emma Scott is an Associate Professor and the Director of the Food and Agriculture Clinic at Vermont Law and Graduate School. Her work focuses on food system workers and food system policy at the federal, state, and local level. Previously she served as the Associate Director of the Harvard Law School Food Law and Policy Clinic and a Lecturer on Law at Harvard Law School. She received her BS in Social Sciences with a concentration in Cross-Cultural Studies and International Development from California Polytechnic State University, San Luis Obispo, and her JD from Harvard Law School.

Emily Murphy

Emily Murphy was a student at Harvard Law School in the Food Law and Policy Clinic and contributed to the Farm Bill Law Enterprise 2023 Farm Bill reports and overview.
